New State-Regions Agreement on Health and Safety Training Published

The new State-Regions Agreement on workplace health and safety training has officially come into force. It was published in the Official Gazette No. 119 on May 24, 2025.

A long-awaited change, marking a historic shift in the management of mandatory workplace safety training, with significant operational impacts for companies, trainers, and workers alike.

Key Updates Introduced


The new Agreement establishes more rigorous, uniform, and traceable standards across the entire national territory, aiming to raise the quality of training and ensure effective protection of health and safety in the workplace. The main changes include:   

  • Refresher training for site-foreman every 2 years, to ensure up-to-date skills in this key prevention role.
  • Mandatory final assessment, with a minimum passing threshold set at 70%, to guarantee real knowledge acquisition.
  • Single national certificate, valid throughout Italy, replacing the fragmented system previously in place.
  • 12-month transitional period, within which companies must comply with the new training requirements.

What the New Agreement Means for Companies

For Italian companies, the updated State-Regions Agreement on workplace safety training represents a significant shift in terms of regulatory clarity, training quality, and reduced risk of sanctions. Specifically:

  • Uniform standards across Italy, simplifying the organization of training programs;
  • Higher quality and rigor in training, with the requirement to use qualified trainers and up-to-date teaching methods;
  • Greater actual workplace safety, thanks to more targeted and verifiable training courses;
  • National certificate traceability, allowing for more transparent oversight and reducing the risk of fines during inspections.

The new Agreement offers a concrete opportunity to strengthen a culture of safety within companies, transforming training from a mere formal obligation into a real tool for prevention and protection.
